BRIEF OF CASE: -
The present case pertains to the brutal murder of Akbar Ali, which was registered vide FIR No.762/2025 under Sections 103(1)/74/79/3(5) BNS at PS Seemapuri, Delhi. During the incident, the deceased was mercilessly assaulted by the accused persons using knives, wooden sticks (dandas), and a chopper (chapad), inflicting multiple stab wounds and other grievous injuries, resulting in his death. Investigation revealed the involvement of eight accused persons in the commission of the offence. Out of them, five accused persons were arrested earlier, while the remaining three accused absconded immediately after the crime and had been continuously evading arrest for nearly a year by changing their hideouts and identities across different states. With the present simultaneous interstate operation, two of the three absconding proclaimed offenders have now been apprehended, while efforts are underway to trace and arrest the remaining fugitive.

INFORMATION WAS DEVLOPED ABOUT THE WHEREABOUTS WANTED OF ACCUSED PERSONS: -
Following sustained investigation, dedicated efforts were made to develop actionable intelligence regarding the whereabouts of the absconding accused persons. Both technical surveillance and manual intelligence were extensively utilized to identify, verify and continuously monitor the movements of the wanted accused across different states. Considering the sensitivity of the case and the possibility that the arrest of one accused could immediately alert the others, a carefully planned operational strategy was devised. Accordingly, two dedicated teams were constituted and tasked to operate independently in Kerala and Odisha. The operations were meticulously synchronized to ensure complete secrecy, so that news of the apprehension of one accused did not reach the other, thereby eliminating any possibility of escape. The well-coordinated strategy, backed by sustained technical inputs and ground intelligence, ultimately culminated in the simultaneous arrest of both proclaimed offenders.
METICULOUS PLANNING & FLAWLESS INTERSTATE COORDINATION: -
Considering the sensitivity of the case and the possibility that apprehension of one accused could alert the other, a carefully planned and synchronized interstate operation was devised under the overall leadership of Inspector Veer Singh and the close supervision of ACP Pankaj Arora and overall supervision of Sh. Sanjeev Kumar Yadav IPS, DCP/Crime Branch. Sustained technical surveillance, digital analysis and manual intelligence were utilized to develop and verify inputs regarding the whereabouts and movements of both wanted accused persons. Accordingly, two dedicated teams were constituted and simultaneously deployed to Kerala and Odisha. The Kerala team, led by SI Imran Khan and comprising ASI Deep Chand, HC Sandeep, HC Vinod and HC Manoj, was tasked with apprehending the accused from Kerala, while the Odisha team, led by SI Ankur Yadav and comprising ASI Umesh, HC Manish, HC Yograj and HC Anoop, was tasked with apprehending the other accused from Odisha. The teams maintained close and continuous coordination throughout the operation, while strict operational secrecy was maintained to ensure that information regarding the apprehension of one accused did not reach the other. The technical surveillance and digital tracking spearheaded by HC Sandeep, coupled with sustained ground intelligence and coordinated field efforts by both teams, ultimately enabled the simultaneous apprehension of both proclaimed offenders from two different states, thereby ensuring that neither accused got an opportunity to flee upon learning of the other's arrest.
The arrested accused have been identified as:
• Jahir Khan S/o Mohsin Khan, apprehended from Ottapalam, Kerala
• Sheikh Mursalin S/o Sheikh Musfisual, apprehended from Jatni, Odisha
ACCUSED LIVING UNDER CONCEALED IDENTITIES: -
During the course of the investigation and subsequent raids, it was revealed that both accused persons had made deliberate efforts to evade arrest by continuously changing their locations, occupations and identities. Jahir Khan, after fleeing Delhi, initially worked at a scrap factory in Odisha and thereafter shifted to Ottapalam, Kerala, where he concealed his identity and worked as a waiter. Similarly, Sheikh Mursalin remained underground and frequently changed his whereabouts before being traced to Jatni, Odisha, where he was working as a scrap labourer while maintaining a low profile. Despite their sustained efforts to evade law enforcement and remain untraceable, persistent technical surveillance, digital analysis, manual intelligence and coordinated interstate field operations enabled the Crime Branch teams to successfully track, locate and apprehend both proclaimed offenders from their respective hideouts.
Both accused had been absconding for several months after the murder and subsequently they were declared Proclaimed Offenders by the Hon'ble Court.
A MAJOR SUCCESS FOR CRIME BRANCH:-
The successful and simultaneous apprehension of both proclaimed offenders from two different states marks a significant achievement for the Crime Branch and is the result of sustained efforts, meticulous planning, technical expertise, ground intelligence and close interstate coordination by the entire operational teams. The teams displayed exceptional perseverance and professional commitment throughout the operation, working in close coordination while maintaining strict operational secrecy despite operating thousands of kilo-meters apart. Their coordinated efforts ensured that both accused were apprehended simultaneously, leaving no opportunity for either of them to escape or alert the other. Both accused persons are active and habitual offenders, having been involved in serious offences including thefts from passengers travelling in trains. Their apprehension not only marks a major breakthrough in the present murder case but also represents an important step towards preventing their involvement in further criminal activities. After completion of transit remand proceedings, both accused persons were produced before the concerned courts and were subsequently sent to judicial custody.
